Yup. It's Honey the Cat from Sonic the Fighters(arcade version).

I've ALWAYS wanted to draw this character, she has an interesting design and some of her updated versions from (I liked how he did her ears and tail) as well as other artists inspired me to do the same. However I didn't want it to make it look like his version, so I did some thinking and added red highlights on the tips of her ears and tail, overlaping the black. I've also designed her outfit resembling the old design and adding honeycombs on the flaps of her gloves and sash, as well as a honeycome necklace, since her name is Honey. (Although she's mainly a sonic version of Fighting Vipers Honey)

Got inspired by the holographic wings that everyone was giving her so I decided to do the same.
